The alleged offences date back to August 23, 2021, in Lahti, Finland. The NBI's Detective Chief Inspector Otto Hiltunen stated that Ekpa's activities, promoted through his social media channels, led to violence against civilians and authorities, as well as other crimes in southeastern Nigeria. This isn’t the first time Ekpa has faced legal trouble in Finland. He was previously arrested in 2023 on suspicion of money laundering, but released the same evening. Four other individuals were arrested alongside Ekpa on suspicion of financing terrorist offences.

In a video widely circulated during the 2023 Nigerian general elections, Ekpa declared from his kitchen in Lahti that elections would not be held in the Biafra region, urging participation in boycotts and condoning violence against Nigerian government forces under the guise of self-defense. This video garnered approximately 800,000 views on X (formerly Twitter).

International Cooperation and Nigeria's Response

The Finnish authorities' investigation involved international cooperation, underscoring the transnational nature of the alleged offenses. The arrest has garnered significant attention in Nigeria. In June 2024, Nigeria's Chief of Defence Staff, Christopher Musa, accused the Finnish government of protecting Ekpa and called for diplomatic action to secure his arrest. Musa criticized Finland's inaction, stating that despite widespread violence and deaths linked to Ekpa's pronouncements, the Finnish government was unresponsive. He emphasized the urgency of Ekpa's arrest and prosecution. Ekpa, a Nigerian-Finnish citizen, is a local politician affiliated with Finland's National Coalition Party. He served as a deputy councillor and represented the party on Lahti's public transport board. The party secretary, however, stated that membership information is confidential, suggesting a lack of transparent action, despite his arrest and accusations.
