The security situation in Haiti has reached a breaking point. Months after the deployment of a UN-approved Kenyan-led force to support the Haitian police, gang violence continues to escalate, displacing hundreds of thousands of people and leaving the nation in a state of turmoil. This desperate situation has led to a surge in calls for increased international aid and a more robust peacekeeping force to tackle the escalating violence.

The Grim Reality of Gang Control

The once-confined gang violence, primarily concentrated in the capital city of Port-au-Prince, has spread like wildfire. A coalition of heavily armed gangs known as Viv Ansanm has extended its reach beyond the city limits, instilling fear and chaos across the country. Brutal acts of murder, kidnapping, and sexual violence are now commonplace, highlighting the pervasive nature of gang control.

The Devastating Impact on Civilians

The consequences for civilians are dire. According to the United Nations Integrated Office in Haiti (BINUH), over 700,000 Haitians have been forced to flee their homes due to escalating gang violence. This represents a 22% increase in the number of internally displaced people in just three months.

The situation is particularly dire in Port Sondé, a town approximately 60 miles north of Port-au-Prince. On October 3, gangs launched a surprise attack, killing 115 people, including a young mother, her newborn baby, and a midwife. The attack was believed to be a retaliation against the town for collaborating with a defense group known as “The Coalition,” formed in opposition to the gangs.

The Struggle for Security and the Under-resourced Mission

While the deployment of Kenyan forces was hailed as a sign of hope, the reality on the ground tells a different story. Despite plans to deploy around 3,000 security personnel, only 430 are currently on the ground, leaving the Multinational Security Support Mission significantly under-resourced.

The understaffed mission is struggling to effectively coordinate with the Haitian National Police, hindering their ability to combat the escalating violence. This underfunding also raises serious concerns about the future of the mission and its potential to make a meaningful impact on the security situation.

A Cry for International Support

The United Nations has called for increased support for the Haitian security apparatus and for the Multinational Security Support Mission to receive adequate funding. Many representatives have also highlighted the persistent issue of arms smuggling, often facilitated through Florida, which fuels the violence.

Political Challenges Add to the Crisis

Beyond the security crisis, Haiti grapples with political instability and corruption. The newly formed government, established in June, is struggling to gain public trust as divisions between the prime minister and the presidential council intensify.

A Looming Humanitarian Crisis

The escalating violence and political turmoil are compounding Haiti's already fragile humanitarian situation. An estimated 5 million people are facing hunger, while thousands are grappling with famine.
